Officers say Jacob Aaron Amann was driving westbound on NE 11th Terrace when police say Janssen and McManus rolled out in front of his pickup truck.
Amann tried to swerve away from girls, but investigators say the right front tire of the truck hit and killed Janssen.
McManus was struck by the right rear tire, but did not suffer life-threatening injuries.
"I heard this loud bang," said neighbor Mark O'Laughlin. "I walked down to the edge of the road and that's where I saw the little girl laying in the road and she wasn't moving."
Police say Amann was not injured. They did take a blood sample from him as part of the investigation, and are awaiting toxicology results.
Area residents say construction on a nearby road may have played a part in the accident.
"It's like a detour for everybody coming off of Pine Island Road, getting home from work and everything like that, so I think that has a lot to do with it. You know, they go so quick, and they think they're still on Pine Island and they're not. It's a little side road and there are small children here," said neighbor Angela Gillis.
This is Cape Coral's fifth traffic fatality of 2010.
